An Iowa City man has been charged with indecent exposure for the second time this month.

According to an Iowa City Police complaint, a witness reported seeing a man with no pants on near the corner of Riverside Drive and Grove Street about 5:30 a.m. Thursday. An officer responded to the area and located another witness, who described the same man masturbating near the intersection of Park Road and Templin Drive, the complaint said.

Both descriptions matched that of Gerald Meyer Jr., of Ellis Avenue, whom the officer described in the complaint as "known to me for similar incidents." Police say an officer located Meyer, 53, outside of his apartment building with no pants on, masturbating between two vehicles. Meyer fled on foot and the officer pursued him through a nearby building until he finally surrendered, according to police.

After the officer red him his Miranda rights, Meyer stated that he "just doesn't care," the complaint said.

Meyer is charged with indecent exposure and interference with official acts, both serious misdemeanors. Meyer was charged with indecent exposure on July 14, when police say he was lying naked and masturbating on a picnic table in Ryerson's Woods Park.

Meyer was booked into the Johnson County Jail and released Thursday on $1,300 bond.
